Okay, seems good... but there are many who don't have 120 dg. I don't have a great team that's why I'm earning around 10-11k tokens an hour, which is roughly 0.9-1m. That's less than what I can earn from other activities.
What I'm suggesting is: If you have already got a high range damage bonus (ie. Void) you'll require CCB since it can increase the probability of those frequent high-impacts recurring. If you're wearing a more precise armor (ie. Armadyl) you'll want Rigour since you're already hitting so often, you may want to increase the power of each hit.
The whole idea is that you'll eventually find yourself there... or close to it and the tokens you'll earn will be worth the same amount as they do now. Even though 17k tokens seem like a lot at the moment but one day they'll be pocket change and you'd rather have an extra 2mil than 17k tokens (that would otherwise be used on Dungeoneering the xp).

You are right though; the other gears you use play an important role, as does the method Jagex uses these bonuses, and for the reason that I think this becomes too complex to buy OSRS gold rationalize mathematically. Damage increase through prayer stacks over null... No reason you shouldn't have both.
